Prohibits manufacturing, importing, selling, transferring, or knowingly possessing undetectable firearms (those not detectable by security equipment), with violations classified as Class C or Class D crimes depending on the offense

Bans possession, import, or transfer of firearms, frames, receivers, or unfinished frames/receivers without serial numbers imprinted by a federal firearms licensee, effective October 1, 2026

Requires background checks for purchasing frames, receivers, or unfinished frames/receivers that have been imprinted with serial numbers

Establishes graduated penalties: first offense for unlawful possession is a civil violation with up to $50 fine; second offense is a Class D crime; third or subsequent offense is a Class C crime

Allows federal firearms licensees to imprint serial numbers on unserialized firearms and components, with requirements to maintain records and conduct background checks before returning the item to the owner
