Requires voters to present unexpired photographic ID (Maine driver's license, nondriver ID card, US passport, military ID, or VA card) to vote in person or by absentee ballot, effective January 1, 2026

Voters without photo ID may cast a challenged ballot and must appear before the registrar within 4 days after the election to present valid ID; voters with religious objections to photography may complete an affidavit instead

Directs the Secretary of State to provide free nondriver identification cards to individuals without a valid Maine driver's license who will be at least 18 by the next election

Eliminates telephone applications for absentee ballots and automatic enrollment to receive absentee ballots for each election; requires voters to submit a separate written application for each election including ID number or photo ID copy

Limits each municipality to one secured ballot drop box located at the registrar's office, managed by a bipartisan team of election officials
