Imposes a $10 per foot per day impact fee on megayachts (privately owned pleasure vessels 150+ feet in length) docked at municipal slips for up to 30 consecutive days

Defines megayachts to exclude commercial fishing vessels, cruise ships with 20+ passengers, research vessels, freight carriers, military vessels, pre-1950 vessels, wooden vessels, and academic institution vessels

Municipalities collecting slip fees retain 10% of impact fees collected and transmit 90% quarterly to the state's Megayacht Fund administered by the Department of Environmental Protection

50% of Megayacht Fund revenue distributed to municipalities for harbor infrastructure and sea level rise mitigation projects

50% of Megayacht Fund revenue supports public transit infrastructure including ferries and land-based transportation
