Prohibits any entity that has provided material aid or comfort to a U.S. State Department-designated foreign terrorist organization from owning 6% or more of, or controlling, a Maine public utility or its parent company

Requires the Maine Public Utilities Commission to deny any utility reorganization that would result in such prohibited ownership or control

Mandates the Commission to order divestiture if it finds, after investigation and adjudicatory proceeding, that a public utility violates this prohibition

Designated as emergency legislation, taking effect immediately upon approval rather than after the standard 90-day waiting period
