Establishes a 3-year moratorium on installing or reinstalling synthetic turf in parks, playing fields, athletic fields, and indoor athletic facilities in Maine

Directs the Department of Environmental Protection to study whether synthetic turf poses risks to public health, the environment, and Maine's climate emissions goals compared to natural grass

Requires the department to evaluate grass field construction and organic maintenance techniques as alternatives to synthetic turf

Mandates at least 3 public hearings and a report with findings and recommendations due by November 4, 2026, for presentation to the 133rd Legislature in 2027

Requires an outreach program to inform local governments, schools, civic organizations, and the public about the study's findings
