Municipalities with 4,000 or more residents must submit annual housing data reports to the Maine Office of Community Affairs by January 31st each year

Reports must include residential building permit applications (submitted, approved, denied) categorized by housing type: single-family, single-family with accessory dwelling unit, 2-to-4-family, and more-than-4-family

Reports must include the number of dwelling units permitted and demolished, plus certificates of occupancy issued with affordability breakdowns (80% or less of area median income, and 81-120% of area median income)

State will reimburse municipalities 90% of actual expenses incurred if the reporting requirement necessitates additional local expenditures

Appropriates $60,000 annually from the General Fund for fiscal years 2025-26 and 2026-27 to fund municipal reimbursements
