Directs the Maine Department of Transportation to study the feasibility of adding ferry service to Monhegan Island, including assessment of economic and social benefits, challenges, and infrastructure needs on both the island and mainland

Authorizes optional stakeholder participation including a Monhegan Plantation representative, a year-round resident with vested interest in the island, a private waterborne transit provider representative, and up to 2 DOT representatives

Requires DOT to submit findings, recommendations, and any suggested legislation to the Joint Standing Committee on Transportation by December 3, 2025

Appropriates $7,000 in one-time Highway Fund money for fiscal year 2025-26 to conduct the study
