Secretary of State must convene a 7-member working group to study allowing registration and use of "nonconforming vehicles" currently prohibited on Maine roads, including mini trucks, antique military vehicles, and other vehicles under 10,000 pounds operable with a Class C license

Working group members include representatives from the Bureau of Motor Vehicles, State Police traffic safety unit, motor vehicle insurance company, vehicle inspection business, foreign car importer, municipalities, and a transportation museum

Group must analyze safety risks (crash safety, emissions, speed capabilities), review laws and studies from other states that permit these vehicles, and compare safety to already-allowed vehicles like antiques and motorcycles

Recommendations must address potential restrictions on location, annual mileage, and driving speed, as well as inspection and registration systems similar to those for antique and farm vehicles

Report with findings and legislative recommendations due to the Joint Standing Committee on Transportation by February 6, 2026; working group members receive no compensation
