Expands the definition of "litter" under Maine law to include brush and yard debris, as well as waste materials from the outdoor release or abandonment of balloons

Prohibits the intentional outdoor release of balloons inflated with lighter-than-air gas, with exceptions for scientific instrumentation, meteorological observation balloons, and hot air balloons that are recovered

Adds "brush and yard debris" to the litter definition but exempts slash generated by or on behalf of public utilities

Changes the litter law enforcement requirement from "intentional" disposal to apply to prohibited littering acts including disposal on public lands, in waterways, on private property without consent, and from vehicles

Became law without the Governor's signature on June 3, 2025 (Public Law Chapter 176)
