Requires the Maine Department of Environmental Protection to consider the state's renewable energy, decarbonization, and economic development goals when deciding whether to approve hydropower project permits or issue water quality certifications

Mandates consideration of the environmental and economic benefits of hydroelectric generation provided by proposed projects

Allows approval of hydropower projects even if they negatively affect wildlife habitat and aquatic life in affected waters, including downstream areas, if renewable energy and economic factors support approval

Applies to water quality certifications required under Section 401 of the Federal Water Pollution Control Act and state licensing of hydropower project modifications

Amends three sections of Maine law (38 MRSA §464, §635, and §635-B) to add these new consideration requirements for the permitting process
