Removes "gratuities" from the calculation formula for state stipend distributions to agricultural fairs, basing apportionment solely on premiums paid by licensees

Expands the definition of "premium" to include services or objects with monetary value awarded as prizes, and adds "event" alongside competition throughout the statute

Adds two new eligible premium categories for stipend calculation: educational agricultural talks, workshops, and demonstrations; and any other agricultural event approved by the commissioner

Updates terminology from "boys' and girls' club exhibits" to "youth agriculture events" and from "domestic and fancy articles" to "arts and crafts produced in the home"

Maintains the $10,000 maximum stipend cap from the Stipend Fund, with existing exceptions for other agricultural fair funding sources
