Expands eligibility for multiple assisted living or residential care facility licenses at the same license level to applicants who received municipal approvals and project financing prior to March 1, 2023, and began construction prior to October 1, 2023

Requires facilities seeking this expanded eligibility to have no substantiated quality of care, services, or resident rights violations prior to October 1, 2023

Enacted as emergency legislation, taking effect immediately upon approval (June 15, 2025) without the governor's signature

Addresses waiting lists for assisted living placement by expediting licensing for facilities already under construction
