Establishes the Working Waterfront Information and Technical Assistance Fund, administered by the Maine Office of Community Affairs, to produce information campaigns and provide technical assistance for protecting and developing working waterfronts

Creates the Working Waterfront Advisory Council with up to 15 members appointed by the director, representing tribal nations, municipalities, nonprofits, trade organizations, educational institutions, and waterfront industries along Maine's coast

Council members serve 3-year terms, with initial appointments staggered; council must meet at least 4 times annually and elect a chair and vice-chair each year

Requires annual reports to the Legislature by February 1, 2026 and thereafter, covering working waterfront conditions, challenges, and recommendations on issues including climate resilience, workforce housing, water quality, and economic development

Allocates $500 per year in FY2025-26 and FY2026-27 from Other Special Revenue Funds to establish the fund, which may also accept private and public money
