Removes the requirement that physical escort of students be "voluntary," redefining it as temporary touching or holding of hand, wrist, arm, shoulder, or back to induce a student to walk to a safe location

Creates a new definition of "serious physical injury" as any impairment requiring evaluation or treatment by a medical practitioner, including a school nurse, whether self-inflicted or inflicted by someone else

The "serious physical injury" definition automatically sunsets on August 1, 2029

Requires the Department of Education to submit a report by January 1, 2029 comparing physical restraint and seclusion data before and after October 15, 2025, covering changes from 2021 through 2028

Authorizes the Legislature's education committee to introduce follow-up legislation in 2029 based on the report findings
