Requires fund recipients to use disbursements for facility operations, equipment, and supply chain infrastructure to grow, harvest, process, or manufacture agricultural, food, or forest products for commercial use

Mandates that producers obtain agricultural, food, or forest products from Maine farms, forests, waters, or offshore waters collected in the state "to the extent practicable"

Prohibits advisory board members from voting on fund allocations where they or an immediate family member (spouse, domestic partner, or child) have a direct and substantial personal financial interest in an enterprise that would benefit
