Allows any person to petition a state agency or the Attorney General to enforce existing laws or rules related to environment, natural resources, public health/safety, or government transparency, with agencies required to respond within 60 days or face judicial review

Creates the Fund for Administrative Oversight within the Office of the Attorney General, a nonlapsing dedicated fund to financially support citizens petitioning agencies, seeking enforcement of laws, or intervening in rulemaking and licensing proceedings

Establishes a fund administrator appointed by the Governor for 4-year terms to oversee fund distribution, with priority given to non-commercial entities whose interests are underrepresented and focused on environmental protection, public health/safety, or government transparency

Directs the Attorney General to consult with state agencies and submit a report by January 1, 2026 recommending additional fees on regulated entities' licenses and permits to fund the oversight activities

Requires that any new fees collected be split 50/50 between the assessing agency for enforcement activities and the Fund for Administrative Oversight, with fee collection to begin July 1, 2026
