Requires the Bureau of Human Resources to issue a request for proposals and contract with an experienced contractor to conduct market pay studies comparing state employee salaries with private and public sector comparables every 4 years

Requires the Bureau to use the same competitive contracting process for comprehensive reviews of the state employee job classification plan, conducted every 10 years

Market pay studies must compare salaries with employees in Maine, other New England states, and other states as appropriate

Study results must be submitted to the appropriations committee, state and local government committee, and state employee bargaining agents by September 30, 2024 and every 4 years thereafter
