Office of Affordable Health Care must study costs and funding options for a publicly funded, privately and publicly provided universal health care plan for Maine, in consultation with the Department of Health and Human Services

Fiscal analysis must be based on the All Maine Health Program model prepared by Maine AllCare, with modifications permitted; may also reference the Mathematica 2002 study, Maine Center for Economic Policy 2019 and 2024 studies, and LD 1045 from the 130th Legislature

Office may hire outside experts to assist and can request staffing support from the Departments of Health and Human Services, Labor, and the Bureau of Insurance

Report with findings, recommendations, and suggested legislation due to the Joint Standing Committee on Health Coverage, Insurance and Financial Services by December 3, 2025

Committee may report out implementing legislation to the Second Regular Session of the 132nd Legislature
