Establishes a Biotoxin Testing of Cultured Scallops Pilot Program under the Department of Marine Resources, running until December 31, 2027

Testing applies to whole cultured scallops or scallop roe using high-performance liquid chromatography, consistent with existing Marine Shellfish Toxins Monitoring Program methods for other mollusks

Department must provide logistical support including transportation of samples from grower municipalities to testing sites; excludes scallops from limited-purpose aquaculture license sites

Requires annual reports to the Legislature by January 1, 2027 and January 1, 2028, covering industry participation, economic impact, and recommendations for program expansion

Appropriates $50,000 from the General Fund for each of fiscal years 2025-26 and 2026-27 ($100,000 total)
