Establishes the Production and Delivery of Election Materials Fund as a nonlapsing, interest-bearing account within the Department of the Secretary of State to cover costs for ballots, absentee ballot envelopes, voter registration applications, forms, and other election supplies

Requires the State Controller to transfer $266,000 annually from the General Fund to the new fund beginning September 30, 2025, with the amount adjusted every two years based on the Consumer Price Index starting December 1, 2026

Allows remaining balances in the Secretary of State's Bureau of Corporations, Elections and Commissions General Fund account to carry forward and transfer to the new election materials fund each fiscal year

Reconvenes a 9-member working group to study the use of school buildings as polling places, examining security for students, staff, election workers, and voters, as well as polling place accessibility

Working group must submit findings and recommendations, including suggested legislation, to the Joint Standing Committee on Veterans and Legal Affairs by December 15, 2025
