Department of Health and Human Services must pay nursing facilities 75% of outstanding settlement amounts from unaudited cost reports by October 31, 2025, excluding amounts already paid under Resolve 2023, chapter 121

Residential care facilities (private nonmedical institutions) must receive 75% interim settlement payments by October 1, 2025, based on unaudited cost reports

DHHS must amend rules by December 1, 2025 to require 75% reimbursement of settlements within 90 days of receiving cost reports from both nursing facilities and residential care facilities

Department authorized to use emergency rulemaking without demonstrating an emergency exists to implement requirements

All requirements must be implemented within existing departmental resources
