Repeals the charter of the New Sharon Water District, originally established in 1967 and amended in 1989

Transfers all physical and intangible assets of the water district to the Town of New Sharon at no cost, including cash, lands, water rights, dams, reservoirs, pipes, hydrants, and equipment

Town of New Sharon assumes all existing debts, bonds, mortgages, liens, and contractual obligations of the water district, becoming its corporate successor

Authorizes the town to issue general obligation or revenue bonds to replace or refinance the water district's existing debts without further voter approval

Requires voter approval through a local referendum held after March 1, 2025, but within 3 years; designated as emergency legislation to allow submission to voters at the June 2025 primary election
