Removes the prohibition on selling malt liquor, wine, or spirits at outdoor stadium events primarily involving primary or secondary schoolchildren

Eliminates the restriction on alcohol sales in spectator stands and removes the requirement that alcohol be sold only by the glass in plastic or paper cups

Authorizes outdoor stadium licensees to sell spirits in original containers for bottle service in club suites, limited to 6 containers per suite, with a signed contract prohibiting service to anyone under 21

Prohibits exclusive supply agreements between licensees and manufacturers, distributors, or brands that involve monetary exchanges

Creates an exception allowing licensee affiliates to receive sponsorship money for public transportation systems and sporting/cultural events, subject to bureau approval
