Establishes the Special Committee on Regulatory Review consisting of 12 legislators (6 Senators and 6 Representatives), with membership evenly divided between the two largest parties in each chamber

Grants the committee authority to review all routine technical rules proposed for adoption or amendment by state agencies, evaluating them for necessity, efficiency, and public benefit

Empowers the committee to approve rules with or without changes, or to reject rule adoption entirely

Requires the committee to submit an annual report to the Legislature beginning in 2028, listing all reviewed rules by agency and actions taken, with optional recommendations for process improvements

Directs the committee to submit legislation by February 1, 2026 to formally incorporate its review process into the statutory framework for routine technical rule adoption
