Expands the definition of "abandoned leased space" to include units found unlocked and empty, unlocked with property valued under $750, units with surrendered rights, or units with property remaining more than 15 days after termination notice

Authorizes rental agreements to be delivered and accepted electronically, and allows operators to notify occupants of default conditions via e-mail in addition to regular mail

Creates constructive acceptance of rental agreements: if an occupant fails to sign within 30 days of delivery, payment of rent or continued use constitutes enforceable acceptance

Permits sales of abandoned property to be conducted online, in addition to at the storage facility or nearest suitable location
