Establishes new student-to-clinical mental health provider ratios in Maine's school funding formula: 350:1 starting 2026-2027 for elementary/middle schools (2027-2028 for high schools), decreasing to 250:1 by 2028-2029 for all levels

Sets student-to-school counselor ratio at 250:1 beginning in the 2028-2029 school year for elementary, middle, and high school levels

Defines "clinical mental health provider" as a licensed clinical social worker, licensed clinical professional counselor, licensed alcohol and drug counselor, or licensed pastoral counselor

Amends the essential programs and services (EPS) school funding formula to include these ratios in calculating salary and benefit costs for state education funding
