Amends the definition of "abuse or neglect" in Maine's Child and Family Services and Child Protection Act (22 MRSA §4002) to expand and clarify covered conduct

Adds "serious harm or threat of serious harm" due to inadequate care, supervision, or deprivation of food, clothing, shelter, education, or medical care when the responsible person is financially able to provide these necessities or has been offered reasonable financial means to do so

Removes "deprivation of essential needs" as a standalone category, replacing it with more specific language about deprivation of basic necessities tied to the caregiver's financial ability

Enacted as emergency legislation, taking effect immediately upon gubernatorial approval on June 10, 2025, bypassing the standard 90-day waiting period
