Failure to obtain a license while operating a motor vehicle is reclassified as a traffic infraction for all violators, eliminating the previous Class E crime designation for residents of 90+ days

Residents who have lived in Maine for at least 90 days without obtaining a license face fines between $150 and $500

Removes the requirement for applicants to provide written proof of ineligibility for a social security number; the exemption now applies automatically to those legally ineligible to receive one
