Requires legislators to report "behested payments" of $200 or more to the Commission on Governmental Ethics and Election Practices within 45 days of the payment being made

Defines behested payments as payments made to organizations for legislative, governmental, or charitable purposes at the suggestion, solicitation, or coordination of a legislator

Requires lobbyists and lobbyist associates to report behested payments when they total $200+ to a single organization or $400+ to multiple organizations in a calendar year

Lobbyists must notify the relevant legislator within 5 days of making a behested payment and file reports by the 15th of the following month

Reports must include the date of payment, payer information, the legislator's name, recipient organization name, and the organization's primary purpose
