Expands the list of local officials authorized to adjudge buildings as nuisances or dangerous to include building officials, code enforcement officers, local health officers, and fire chiefs acting on behalf of municipal officers or county commissioners

Adds local health officers to the list of officials who may file complaints and commence legal actions to remove dangerous buildings that threaten public health, safety, or welfare

Allows local health officers to consult with municipalities (in addition to the state department) when issuing notices requiring property owners to clean or vacate unfit premises

Removes the $10-$50 daily penalty for owners who occupy or permit occupation of unsanitary premises, replacing it with enforcement through existing nuisance abatement and abandoned property procedures

Adds two new enforcement pathways for municipal officers: cleanliness and source of filth provisions (Title 22, sections 461 and 1561) and abandoned property provisions (section 3106-B)
