Requires the Department of Health and Human Services to reimburse emergency ambulance services at the "full rate" (usual, customary, and reasonable) for MaineCare members, rather than the current Medicare-based rates

Applies to municipal, quasi-municipal, and private ambulance services, as well as fire department emergency medical services responding to emergency calls

Mandates the department to identify and allocate sufficient state and federal funding, prioritizing federal matching funds to minimize state costs

Requires annual reporting to the Legislature beginning December 1, 2025, including data on number of services reimbursed, total funds disbursed, and recommendations for policy improvements

Directs the department to adopt routine technical rules to implement the new reimbursement requirements
