Commissioner of Administrative and Financial Services must conduct a comprehensive study of Maine's grant, contracting, and procurement practices

Study scope includes 14 areas: reimbursement rates and inflation adjustments, application procedures, standard contract language flexibility, grant execution delays, impact on nonprofit employee wages, best practices from other states, agency staffing adequacy, tiered procurement complications, procurement appeals data, RFP scoring processes, federal guidance implementation, equitable access barriers, master contract feasibility, and carryforward funding options for delayed contracts

Commissioner must engage stakeholders including nonprofit representatives, Office of State Procurement Services, and private sector experts

Report with findings and recommendations due to Joint Standing Committee on State and Local Government by January 1, 2026

Committee authorized to report out legislation based on study findings during the Second Regular Session of the 132nd Legislature
