Changes the valuation limits from cumulative ("and") to alternative ("or"), meaning a 2/3 supermajority vote is required if arrangements affect more than 3% of total taxable land valuation OR more than 1% in any calendar year

Reclassifies departmental rulemaking authority from "major substantive" to "routine technical" rules, streamlining the regulatory process

Updates program purpose language to clarify focus on reducing "fiscal burden for participating municipalities" from rural development rather than "potential tax burdens from new development"
