Department of Transportation must establish the Maine Coordinating Working Group on Access and Mobility, comprising 12 members including commissioners (or designees) from Transportation, Health and Human Services, Education, and Labor, plus representatives from organizations serving older adults, persons with disabilities, low-income individuals, transit providers, and youth

Working group must develop an implementation plan for a statewide "mobility management" approach to coordinate transportation services for nondrivers, older adults, persons with disabilities, and low-income populations, including examining creation of mobility management hubs

Plan must address interagency coordination of transportation funding between DOT, DHHS, Education, Labor, and other relevant agencies, and identify methods for cost-sharing between federal and state programs

Working group must review best practices from other states (including Massachusetts's 2023 mobility manager study), use federal guidance documents, and identify potential funding through Federal Transit Administration formula grants under 49 USC Sections 5310 and 5311

Report with implementation plan, proposed legislation, and estimated appropriations due to Joint Standing Committee on Transportation by February 1, 2026
