Establishes an 11-member Housing Production Innovation Working Group to study how innovative construction technologies (modular housing, componentized housing, 3D printing) can reduce costs and accelerate housing production in Maine

Working group membership includes 4 legislators from the Joint Standing Committee on Housing and Economic Development, 4 state agency representatives, and 3 members from residential construction and building materials manufacturing industries

Requires the group to examine demand-side barriers (lack of familiarity, insufficient order volumes) and production-side barriers (varying building codes, inconsistent licensing, workforce shortages, transportation challenges) to factory-made housing adoption

Report with findings, recommendations, and suggested legislation due to the Joint Standing Committee on Housing and Economic Development by December 3, 2025

Enacted as emergency legislation, taking effect immediately upon Governor's approval on July 1, 2025
