Amends the definition of "term" for constitutional officers (Secretary of State, Treasurer of State, Attorney General, and State Auditor) for term limit purposes

Changes the threshold date for partial terms to count toward term limits from the 3rd Wednesday in June to the first Wednesday in December in odd-numbered years

Allows constitutional officers to serve longer partial terms without triggering term limit calculations

Maintains existing term definition for state Senators and House Representatives (partial terms still count if beginning before the 3rd Wednesday in June)

Creates separate term limit calculation standards for constitutional officers versus legislators
