Liquor manufacturers (breweries, wineries, distilleries) with majority ownership in one manufacturing license may now hold majority ownership in up to 3 on-premises retail licenses under Chapter 43

Manufacturers with majority ownership in at least 2 manufacturing licenses producing a combined minimum of 1,000 barrels per year may hold majority ownership in up to 6 on-premises retail licenses

Maximum cap of 6 on-premises retail licenses applies regardless of how many manufacturing licenses a person or entity owns

Adds "tenant breweries" and "tenant wineries" to the categories of manufacturers eligible for licensing and retail privileges under existing law

Enacted as emergency legislation effective May 23, 2025 to support Maine's hospitality sector before the tourism season
