Establishes a Wabanaki studies specialist position within the Department of Education to ensure Wabanaki studies are included in essential instruction and graduation requirements

Requires the Department of Education to provide ongoing funding for the specialist, contracted Wabanaki advisors, and grants that school administrative units can apply for to fund Wabanaki studies resources

Mandates that Wabanaki studies curriculum cover tribal governments, cultural systems, territories, economic systems, and the historical experience of tribal people in Maine

Directs the State Board of Education to adopt rules requiring completion of a Wabanaki studies component for teacher certification

Requires the department to fund short-term Wabanaki studies courses made available to all teachers statewide and to periodically assess curriculum implementation in a representative sample of schools
