Exempts American-flagged vessels with American crews operating regularly scheduled ferry service between Bar Harbor, Maine and Yarmouth, Nova Scotia from state pilotage requirements

Requires the vessel master to hold a U.S. Coast Guard unlimited master's license and a first class pilotage endorsement for the area of operation

Mandates that exempted vessels still take a state-licensed pilot on one round trip per calendar week

Amends 38 MRSA §87-A to add this as a new category of pilotage exemption alongside existing exemptions for military ships and small noncommercial foreign vessels
