Validates the City of South Portland's November 5, 2024 referendum results for two school bond ordinances: $1,000,000 for school maintenance and improvements, and $3,000,000 for school safety improvements

Corrects a procedural defect where the city treasurer failed to sign the required statement about the municipality's bonded debt that must accompany bond referendum questions under Title 30-A, section 5772

Also validates a charter amendment approved at the same referendum regarding disposition of certain city-owned property (11,807 in favor, 2,370 against)

Authorizes South Portland to enter into contracts and issue bonds or notes up to the approved amounts for the school projects, ensuring marketability of the bonds despite the technical violations

Enacted as emergency legislation, taking effect immediately upon the Governor's approval on June 9, 2025
