Limits public access to disciplinary records of state, county, and municipal employees by requiring the discipline to impose a financial disadvantage (termination, demotion, or suspension without pay) before the final written decision becomes public

Under current law, all disciplinary actions against public employees result in non-confidential final written decisions; this bill would keep lesser disciplinary actions (such as written reprimands) confidential

Applies to employees at three levels of government by amending 5 MRSA §7070 (state employees), 30-A MRSA §503 (county employees), and 30-A MRSA §2702 (municipal employees)

Maintains existing provisions that allow release of arbitration decisions 120 days after a written request if the arbitrator's final decision has not been issued
