Office of Procurement Services must coordinate with all executive branch agencies to study how Maine's procurement program can align with the state climate action plan under Title 38, section 577

Study will survey the past 3 fiscal years of requests for proposals, assessing which procurements offer opportunities to consider climate impact and which agencies have already adapted their RFPs to climate goals

Public Utilities Commission procurements for energy or transmission infrastructure are excluded from the study

Office must develop recommendations, including potential changes to state procurement laws, for incorporating climate action plan goals while allowing reasonable exceptions or waivers

Report with findings, recommendations, and suggested legislation due to the Joint Standing Committee on State and Local Government by December 3, 2025
