Creates a new "green crab only wholesale dealer license" allowing holders to buy, sell, process, ship, or transport green crabs (Carcinus maenas) purchased directly from licensed harvesters in Maine

License fee is $50, with proceeds deposited into the Green Crab Management Fund; license expires March 31st annually and covers only one establishment or vehicle

Dealers may only purchase from harvesters who hold valid green crab harvesting licenses or permits, and harvesters must make their credentials available for inspection

Department may establish penalties for unlicensed activity and may revoke or suspend licenses for violations

License program includes a sunset clause repealing it on January 1, 2031, with a required effectiveness review and report to the 134th Legislature in 2030
