States of emergency cannot continue beyond 30 days unless renewed by a 3/5 vote of each House of the Legislature (previously the Governor could renew unilaterally)

Governor must provide detailed written weekly briefings to the Legislative Council during emergencies, documenting all actions taken and their effectiveness in addressing the crisis

Prohibits the Governor from reissuing, renewing, or issuing substantially similar emergency proclamations without legislative approval, including those previously terminated by the Legislature

Grants Superior Court jurisdiction over cases brought by individuals adversely affected by emergency actions, with expedited appeals to the Supreme Judicial Court; requires Governor's actions be "narrowly tailored" to address the specific emergency
