Repeals existing Maine law (29-A MRSA §1909-C) on animal-drawn vehicle lighting requirements and replaces it with new, more detailed standards under §1909-D

Requires animal-drawn vehicles on public roads to display at all times: a yellow flashing lamp visible from 1,000 feet mounted on the rear or top, plus either a slow-moving vehicle emblem or microprism reflective tape visible from 500 feet

Mandates additional lighting during limited visibility conditions (sunset to sunrise, poor weather, precipitation): at least one white front lamp visible from 1,000 feet and red rear lamps/reflectors visible from 1,000 feet

Exempts animal-drawn agricultural equipment that is not transporting livestock or passengers (other than the operator), though such equipment must still display a slow-moving vehicle emblem at all times

Authorizes the Commissioner of Public Safety to adopt routine technical rules establishing standards and specifications for the required lamps and reflective tape
