Renames Maine's "Employment Security Law" to the "Reemployment Assistance Program"

Reduces base unemployment benefits from 26 weeks to 14 weeks when the state's average unemployment rate is at or below 5.5%

Adds one additional week of benefits for each 0.5% the unemployment rate exceeds 5.5%, up to a maximum of 26 weeks

Defines "state average unemployment rate" as the average of the 3 months from the most recent third quarter, using seasonally adjusted data from the Department of Labor

Removes the previous calculation that capped benefits at 33⅓% of total base period wages plus supplemental dependent benefits
