Repeals the Secondary Road Program Fund and eliminates its $500 base allocation for fiscal years 2025-26 and 2026-27

Redirects Highway Fund unallocated balances exceeding $100,000 to four Department of Transportation programs: Highway and Bridge Capital, Highway Light Capital, Maintenance and Operations, and Multimodal Transportation Fund

Expands rural road assistance fund distribution from state aid minor collector roads only to all rural state aid roads, with funds distributed at $600 per lane mile ($300 for seasonal roads)

Adds new urban compact assistance distribution of $600 per lane mile for public roads inside compact areas maintained by municipalities ($300 for seasonal roads)

Broadens allowable uses of Local Road Assistance Program funds to include maintenance or capital improvements for infrastructure, bridges, and drainage structures
