Directs the Department of Health and Human Services to amend Chapter 241 rules governing disposal field design standards for subsurface wastewater disposal systems to address "short circuiting" and reduce nutrient loading from septic tank effluent

Amended standards apply only to soil profiles with high risk of short circuiting due to sand or gravel layers in lower horizons or bedrock fractures

Land currently suitable for disposal field installation cannot be rendered unsuitable by the new rule changes

Requires the department to solicit input from interested parties and hold a public hearing on draft rules per Title 5, section 8052

Implementation must be completed within existing resources, though the department may seek staffing and financial support from other state agencies and private entities
