Establishes a 17-member Commission to Update Maine's Public Policy on Higher Education, including 5 legislators, faculty union representatives from the University of Maine System, Maine Community College System, and Maine Maritime Academy, plus system administrators and a current college student

Commission must review all state laws and rules on higher education policy, including Title 20-A, section 10902, with focus on expanding access to affordable, high-quality higher education

Department of Education, University of Maine System, Maine Community College System, and Maine Maritime Academy required to provide relevant data and information to the commission

Appointments must be made within 30 days of the resolve's effective date, with Legislative Council providing staff support except during legislative sessions

Final report with findings, recommendations, and suggested legislation due to the Joint Standing Committee on Education and Cultural Affairs by December 3, 2025
