Creates a new legal definition for "member representing lived experience" as someone with first-hand knowledge or direct experience related to a board's subject matter who helps increase equity in representation

Beginning October 1, 2025, allows members with lived experience on advisory boards (established in section 12004-I) to receive compensation up to the legislative per diem rate, if not already compensated by their employer

Authorizes reimbursement for expenses including meals, refreshments, child care, and travel for qualifying lived experience members

Compensation and expense reimbursement contingent on the associated state department or agency having sufficient budget funds available

Increases the maximum daily compensation cap for advisory board members from $25 to the legislative per diem rate
